The 47th Annual FMHAC Conference

Since 1975, the Forensic Mental Health Association of California has organized an annual conference offering high quality presentations pertaining to forensic mental health and relevant to medical and mental health clinicians, law enforcement, the courts, parole and probation officers, and other professionals working with mentally ill offenders. Traditionally, the conference has been held in Monterey, California since its inception. Since then, attendee participation has more than doubled, so we were tasked with finding a “new home." The 47th Annual FMHAC Annual Conference is was even bigger, and better than ever before, in San Diego.

William T. Rossiter Award
For over 40 years, Leon Evans has worked with community partners in public health and safety to provide innovative approaches to hope and healing. Evans’s internationally recognized programs promote a highly effective, cooperative spirit throughout health, law enforcement, judicial, and nonprofit organizations. Leon founded The Center for Health Care Services (CHCS) in San Antonio, Texas, serving as CEO for the renowned organization that improved thousands of people’s lives, helping them avoid jail and long-term hospital stays while improving outcomes and driving down the cost of health care, saving $95M in public funding.
Leon has held numerous leadership roles at local, state, and national levels, including Chairperson of the National Association of County Behavioral Health and Disability Directors. CNN recognized Leon as one of our nation’s Mental Wellness Warriors, receiving such honors as the American Psychiatric Association Gold Award and the National Council for Community Behavioral Healthcare Directors Service ExcellenceAward, among others.
Since retiring as CHCS’s CEO, Leon testifies and consults on crisis response, jail diversion, and homelessness. Currently, he serves as a member of the National Quality Partners “National Opioid Taskforce,” among other organizations.

Christine M. West Award
Katherine Warburton is Medical Director and Deputy Director of Clinical Operations for the California Department of State Hospitals. She also serves as Volunteer Clinical Faculty within the UC Davis Division of Psychiatry and the Law. She completed her forensic fellowship at UC Davis under Dr. Charles Scott in 2006. Katherine’s areas of interest include public policy, public forensic mental health care delivery systems and inpatient aggression. She has presented both locally and nationally on a number of forensic topics and recently co-edited a textbook on violence in psychiatry.

Reserve your room early, as our room block fills up! We have secured a single/double occupancy room rate of $199 per night at the Marriott Marquis San Diego Marina. We also have a limited number of rooms at the prevailing state per diem rate. These rooms are on a fist come, first serve basis.

An event may be recorded and released as On-Demand content in the future.
Refunds are not guaranteed due to the cancellation of an FMHAC event, including those that are cancelled due to COVID-19 or other State Order. All other cancellation will follow standard FMHAC cancelation policies noted below.

Complaints regarding instructors and/or presentation content can be sent to the FMHAC Executive Director at [email protected] and will be addressed in conjunction with the Director of Conference within 14 days.
